I don't have a big budget, so could I invite everybody to the ceremony and only a small number to the reception?

Yes. You need to cut down your guest list if you cannot invite everyone to the reception as well.

Sorry dear. You need to find a way to either cut your guest list or provide for all the guests. Often, weddings at churches and other public places are open to the public, so anyone can technically attend. Still, it would be rude to only invite some guest to just the ceremony.

It would be rude to send someone an Invitation to the ceremony and not the reception. Most of the time, people who are not invited to the wedding, sometimes still end up coming to the church anyways to see the bride and groom. Just send the Invitations to who ever you are planning to have at the reception. If someone happens to ask (which I never understood why anyone would anyways) why they were not invited to the wedding, simply tell them you are keeping the wedding intimate with just very close family.

I'd say, to avoid being rude to some people who show up to the ceremony who expect to come to the reception is to come up with a way to have a total cost controlled reception and have a private party for the few you were going to invite to the intended smaller reception maybe the next day or before the wedding day. Cost controlled.....have it in your church so the cost of the venue is less costly.....have it in the back yard of someone you know who has a house that can accommodate.....have the meal be potluck or half potluck where you provide some (the main course) and the guests provide the salads and deserts. I wouldn't be suggesting these things unless my past clients chose these things and they worked great for them. Get creative.
